    1）可度量性。以数字、数据为基础进行量化评价和考核，是科学管理的要求，工程物资管理中的各项工作都要提出度量原则、度量依据和度量手段。可度量性是计划、控制和监督工作的基础。

    Traceability. In order to achieve the closed-loop management, we should realize traceable supervisory work.     3）可控制性。工程物资管理工作涉及的方方面面较多，各种因素错综复杂。对每项工作要找出其可控制的环节和因素，并制订科学、合理的规定，避免出现责任的盲区和责任划分纠缠不清的现象。
    Controllability. The project goods and material handling work is to integrate many anfractuous parts.
