      工程物资管理是一项针对过程的管理,其重点是通过对各环节的有效控制与管理,保证最终工作质量和工作目标,其核心是做到:事先计划、事中控制、事后监督。

      1)可度量性。以数字、数据为基础进行量化评价和考核,是科学管理的要求,工程物资管理中的各项工作都要提出度量原则、度量依据和度量手段。可度量性是计划、控制和监督工作的基础。
      Measureability. Taking the number and the data as the foundation to make quantification evaluation and inspection is the scientific management request. All material handling works should provide measurement principle, basis and measures. Measureability is the work foundation for prediction, control and surveillance.
      2)可追溯性。要做到闭环控制与管理,就要实现管理工作的可追溯性。可追溯性利于找准原因,分清责任,积累经验,总结教训,体现了权责统一的管理思想;有利于工作质量的监督,工作水平的不断提高和人员的培养。
      Traceability. In order to achieve the closed-loop management, we should realize traceable supervisory work. Traceable strategy is in favor of finding accurate reason, distinguishing the responsibility clearly, accumulating experience, and summarizing the lessons. This kind of method manifests the management thought of the integration for power and responsibility; and is advantageous to the surveillance for work quality, and the enhancement for personnel work level.
      3)可控制性。工程物资管理工作涉及的方方面面较多,各种因素错综复杂。对每项工作要找出其可控制的环节和因素,并制订科学、合理的规定,避免出现责任的盲区和责任划分纠缠不清的现象。
      Controllability. The project goods and material handling work is to integrate many anfractuous parts. Therefore, we should discover their controllable links and factors, to make scientific and reasonable stipulation, so as to avoid occurrence of a blind spot of responsibility and the phenomenon of chaotic responsibility division.
      4)可操作性。基建项目地处全国各地,情况各有不同,当地环境和发展条件不一。工程物资管理工作要在坚持原则的基础上,实事求是,根据各项目实际情况,制订符合工程实际,能贯彻和落实的具体措施、制度。
      Maneuverability. The capital construction project is located in every place of our country; and each of them has different situation, different local environment and development condition.
