    业主的权利和义务
    Rights and Obligations of the Client
    1 负责协调、处理地方关系和项目前期工作，为工程实施创造良好的外部环境。负责土地征用、施工租地、旧有设施迁移、余物拆除清理、赔偿等工作，并及时办理与此有关的手续。
    Coordinate with local governments and government formalities prior to the construction, create good conditions to the project construction; the land requisition, construction land leasing, disposal and removal of old facilities and materials, compensation, etc, and promptly go through any necessary government formalities.
    2 负责环境影响评价、接入系统设计、水土保持报告、劳动安全与工业卫生报告等工作。负责全厂地质勘查报告。
    Environment impact evaluation report, design of access system, water/soil conservation report, labor safety and industrial sanitation report; geological reconnaissance report;
    3 负责办理工程与外部接口的有关工作。负责收集与工程建设相关的基础资料，并根据工程需要及时提供给承包商。
    Coordinate external relationships in relevance to the Project; collect basic data for the construction, and furnish the Contractor such data when necessary;
    4 负责办理建设工程规划许可证、建设工程开工许可证、工程开工报告，负责办理工程所需要的建筑、消防、环保、安全、计量等项目的开工、审批、图纸审查、监督检查、评价、验收等手续。
    Procure the construction project zoning license, construction license, construction start-up report, go through the formalities for start-up construction, approval, drawings review, supervision, examination, evaluation and acceptance test of construction, firefighting, environment protection, safety and measurement projects;
    5 负责提供施工水、电、天然气、通信等条件。
    Provide water, power, natural gas and telecom service to the construction;
    6 负责生产运行人员上岗培训和生产准备，负责调试期间的人力支持，调试期间生产运行人员应服从承包商的指挥；负责工程移交生产后的生产和运行工作。
    Provide orientation training to workers and operators, provide HR for commissioning, the production staff shall submit to the instructions of the Contractor during commissioning; steer production and operation of the project after delivery;
    7 负责设计图纸审查和审核（含初步设计审核），参加施工图图纸会审及有关的工程协调会议，参加工程中间验评工作，参加工程验收，负责电力建设项目后评价及竣工后试验工作。
    Review/examine the design drawings (including preliminary design), attend the joint review of the construction drawings and the project coordination meetings, attend the intermediary inspection/evaluation of the project, attend the final acceptance, steer the post evaluation and experiment of the as-built power plant;
    8 负责厂外工程项目勘测设计及实施。
    Undertake the reconnaissance, design and implementation of exterior sub-projects;
    9 负责工程资金的筹措、落实，审核承包商提供的工程资金申请报告和有关的统计报表，按合同规定付款。
    Raise/distribute fund for the construction, review the payment applications and relevant statistic sheets of the Contractor, and make the contracted payments;
    10 负责各级质量监督机构对工程质量监督检测、压力容器及特种设备检测（包括但不限于电梯、起重设备、锅炉）等工作，并及时办理与此有关的手续。
    Engage the certified quality supervisors to supervise, test the construction quality, pressure vessels and special devices (including but not limited to lifts, cranes and boilers), and go through necessary formalities thereabout;
    11 业主有权对主要设备的采购进行监督。
    The Client is entitled to supervise the procurement of major equipment;
