Guangzhou Wanbo Central Business District Plans to Build Natural Gas Distributed Energy Station

A report of Yangcheng Evening News learned from Guangzhou Municipal Development and Reform Commission that Guangzhou Wanbo Central Business District’s plan of building a natural gas distributed energy station project, which showed the project to the public yesterday. The public can propose written opinions to Guangzhou Municipal Development and Reform Commission or Guangzhou International Engineering Consulting Corp. in autonym within 5 working days after the project publicity.
It is learned that the total building scale of the project is as follows: 6 stand-alone generating capacity (58.38MW) and 9.73MW gas engine, which are connected to local power grid nearby with 110kV primary voltage, with supporting cold and heat pipe network constructed. The Energy Station is composed of rooms including internal combustion engine room (power island), high voltage distribution room, low voltage distribution room, monitor room, control room, and heating, ventilation and chemical water workshop, with the area of 5500m2 and layout of four floors.
This project provides medium pressure steam, low-pressure steam, domestic hot water, heating medium water and chilled water for hotels, apartments and shops with the area of more than 1.5 million square meters within Panyu Wanbo business district, and provides power for the electrical load nearby as a public power plant.
Birth of Guangdong Zhaoqing New District “Energy Heart”: The Frist Natural Gas Distributed Energy Station

The waste heat generated by the exhaust gas after power generation with natural gas, recycled by hot-water heater, can help to produce the domestic hot water which can be supplied for commercial office buildings, hotels, hospitals and catering industry nearby… Recently, the Phase 1 main building of construction No. 2 Energy Network Station, the first distributed energy station located in Zhaoqing New District, has been completed, and the trial operation will be conducted at the end of July. The birth of this green “Energy Heart” means Zhaoqing New District has taken an essential step in terms of the “green low carbon” development concept.
“Energy heart” complementary energy available
It is learned that Zhaoqing New District deems “green low carbon” as the development model, and more than two years after it starts the planned construction, Zhaoqing New District has started the green development model in terms of space arrangement, ecosystem, low-carbon traffic, engineering construction and technology application. On March 1 this year, it began to implement Zhaoqing New District Natural Gas Distributed Energy Concentrated Energy Supply Administration Method, and the first distributed energy station, i.e. No. 2 Energy Network Station was officially started.
What is a distributed energy station? Zuo Wensheng, the General Manager of Zhaoqing ENN Clean Energy Company which undertook Zhaoqing New District Distributed Energy Station, told the reporter that Zhaoqing New District Distributed Energy Station mainly used natural gas as the fuel, and achieves energy gradient utilization with combined cooling heating-power cogeneration, and achieves. “It is like an ‘energy heart’, and is operated through power grid and natural gas pipe networking. It can provide energy services such as provision of cold, hot and domestic hot water to users within an area. The core advantage is complementary energy utilization.” For example, during the process of traditional power generation, the exhaust gas with rich thermal energy runs off naturally, causing the low energy utilization rate. However, the distributed energy station is able to make use of the exhaust gas waste heat generated by natural gas after power generation, to help to produce domestic hot water, or transport cool air after it is absorbed by bromine refrigerator for refrigeration. In due course, the households in the new district do not need to install air-conditioners and water heater. By pressing air conditioning switches, they will have cool air or warm air, and by opening the taps, they will have hot water.
Zuo Wensheng believes that at present the energy utilization rates of some traditional energy supply methods are low, i.e. just between 40% and 50%. However, the Distributed Energy Station can avoid power transmission and transformation loss and heat transmission loss, with the comprehensive energy utilization rate above 80%。
The first area which uses distributed energy in a wide scope in China
The area of Zhaoqing New District is about 115 square kilometers. According to the plan, there will be 23 sub-energy station built, covering Guicheng Street, Guangli Street, Phoenix Town, Lotus Flower Town and Yong’an Town. Connected by the pipe network, these sub-energy stations will compose New District Energy Micro-network, with energy stations save energy, and the energy utilization between stations can be supplemented mutually. It is learned that distributed energy technology has been applied in China, but they are single applications. Zhaoqing New District is the first case in China to apply combined supply of cooling, heating and power in such a large scope.
No. 2 Energy Network Station is one of the five distributed energy network stations constructed in the core area of Zhaoqing New District in Phase 1. The construction started in March 1, which mainly supply energy for Beijing Normal University Zhaoqing Affiliated School and the administrative and commercial buildings 1.5 kilometers around.
On July 4, the report saw from the construction site that this Energy Network Station was a three-floor construction structure. At present, the main construction was finished, and the energy supply equipment was being installed. According to Qiu Yuanming, the manager of Planning and Development Department of the Energy Network Station undertaking company, the construction area of No. 2 Energy Network Station Phase 1 is more than 1000 square meters, with the investment of more than RMB 30 million yuan. The trial operation can be conducted at the end of July. At present, it is mainly used to transmit cool air to Beijing Normal University Zhaoqing Affiliated School, and it will be put into use officially on September 1. It is also planned to start building No. 1 and No. 5 Energy Network Stations within this year.
Ninety percent of carbon dioxide emission to be reduced
It is learned that after the construction of the distributed energy system in New District is finished, the total energy utilization consumption will be controlled, the energy efficiency will be up apparently, the energy structure will be reasonable and balanced, and the green low carbon will be truly achieved. GDP energy consumption will be reduced by 55.2%, and carbon dioxide emission will drop by 90%.
In accordance with Zhaoqing New District Energy Planning (2013—2030), until 2030, the total energy consumption in New District will be within 1.5 million ton standard coal. The New District will use a hundred percent of clean energy, and the renewable energy utilization will account for more than 20% of the total energy consumption. The unit GDP energy consumption will be lower than 0.3 ton standard coal/ten thousand yuan. Carbon emission intensity will be lower than 0.2 ton/ten thousand yuan.
Zuo Wensheng said that “Government departments, as the energy consumption organizations, can also enjoy the reduction of energy investment and energy consumption fees just as general energy consumption enterprises and residence. Meanwhile, green low carbon energy operation can fully meet the requirements of green low carbon development of the government, and truly realize the life in an ideal and livable city. ”
